Net-Ready Key Performance Parameter (NR-KPP)

The Net-Ready Key Performance Parameter (NR-KPP) assesses the net-ready attributes required for both the technical exchange of information and the end-to-end operational effectiveness of that exchange. It evaluates information needs, information timeliness, Information Assurance (IA), and net-ready attributes. Its requirements are summarized in the NR-KPP Checklist.

The NR-KPP consists of verifiable performance measures and associated metrics required to evaluate the timely, accurate, and complete exchange and use of information to satisfy information needs for a given capability. The NR-KPP are documented in Capability Development Documents (CDD) and Capability Production Documents (CPD).  They will be used to analyze, identify, and describe IT (including NSS) interoperability needs in the Information Support Plan and in the test strategies in the Test and Evaluation Master Plan (TEMP).

Net-Ready Key Performance Parameter (NR-KPP) Elements

The following five (5) elements comprise the NR-KPP:

  1. Supporting integrated architecture products, including the Joint Common Systems Function List required to assess information exchange and operationally effective use for a given capability;
  2. Compliance with DoD Net-Centric Data and Services Strategies, including data and services exposure criteria;
    • Provides the structural architectural “model” and the common terminology that describes how DoD intends to proceed with GIG operations for the business, warfare, and IT enterprise management. DoD Directive 8320.02
  3. Compliance with applicable Global Information Grid (GIG) Technical Guidance (GTG) and Direction to include DoD IT Standards Registry-mandated GIG net-centric IT Standards reflected in the Technical Standards View-1 and, Functional and Technical Implementation of GIG Enterprise Service Profiles necessary to meet the net-centric operational requirements specified in the integrated architecture system views;
    • The GTG is an evolving web-enabled capability providing the technical guidance necessary for an interoperable and supportable GIG built on Net-Centric principles. The GTG provides a one-stop, authoritative, configuration-managed source of technical compliance guidance that synchronizes previously separate efforts.
    • Key Interface Profiles (KIP) – systems need to conform to various KIPS based on desired functionality so they can interface properly with the GIG. The KIP is the technical specification that governs access to the GIG.
  4. Verification of compliance with DoD IA requirements; and
  5. Compliance with Supportability elements to include Spectrum Analysis, Selective Availability Anti-Spoofing Module, and the Joint Tactical Radio System.

Net-Ready Key Performance Parameter (NR-KPP) Interoperability

Net-Readiness is critical to achieving the envisioned objective of a cost-effective, seamlessly integrated environment. Achieving and maintaining this vision requires interoperability:

  • Within a Joint Task Force/combatant command area of responsibility (AOR).
  • Across combatant command AOR boundaries.
  • Between strategic and tactical systems.
  • Within and across Services and agencies.
  • From the battlefield to the sustaining base
  • Among US, Allied, and Coalition forces.
  • Across current and future systems
