Chairman’s Program Recommendation (CPR)

The Chairman’s Program Recommendation (CPR) and Chairman’s Program Assessment (CPA) is the Chairman of the Joint Chief of Staff (CJCS), of the Joint Requirements Oversight Council (JROC), assessment & recommendation on how well the service Program Objective Memorandum (POM) conforms to strategic guidance and supports the combatant commanders. The CPR and CPA is provided to the Office of Secretary of Defense (OSD) in the planning and programming phase of the PPBE Process for inclusion in Defense Planning Guidance (DPG) and program budget reviews.

The CPR articulates issues the CJCS deems important enough for the Secretary to Defense to consider when identifying DOD strategic priorities in the DPG. The CPR is informed by the annual CGA activities executed under the Joint Capabilities Integration and Development System (JCIDS) process and the assessment and prioritization of the capability requirement portfolios. The CPA addresses risk associated with the programmed allocation of Department resources and evaluates the conformance of POMs to the priorities established in strategic plans and CCMD priorities for capability requirements. [1]
