Military Utility Assessment (MUA)

A Military Utility Assessment (MUA) is an assessment of the operational utility of a system.  It’s completed at the end of a Joint Capability Technology Demonstration (JCTD) and may be a suitable replacement for the required analysis used in a Initial Capability Document (ICD).

MUAs that do not contain the critical elements of information presented in the ICD (description of the capability gap(s); associated tasks, conditions, and operational performance standards/metrics; and how the material and non-material approaches and analyses from the JCTD addressed these factors) will be augmented with a final demonstration report to qualify the results as equivalent to an ICD. The MUA/final demonstration report may be used to support the development and subsequent Joint Requirements Oversight Council (JROC)  approval of the Capability Development Document (CDD) or Capability Production Document (CPD).

For ACAT II and below programs, ICDs are not required for Mission-validated prototypes with formal MUA.
