Programmatic Environmental & Safety and Occupational Health Evaluation

Programmatic Environmental, Safety, and Occupational Evaluation (PESHE) is an overall evaluation of a program’s Environmental, Safety, and Occupational Health (ESOH) risks and is required for all programs.  The PESHE is part of a program’s Risk Management/Reduction program with the goal to eliminate ESOH hazards, where possible, and manage their associated risks where hazards cannot be eliminated. It communicates to program managers and others the status of the ESOH effort and ESOH risk management for a program.

Programmatic Environmental, Safety, and Occupational Evaluation (PESHE) Conent

The Program Manager (PM) shall prepare a PESHE which includes: [1]

  • Identification of ESOH responsibilities
  • Identification of ESOH risks and their status (risk identification)
  • Identification of hazardous materials
  • Description of the method for tracking hazards throughout the life cycle of the system
  • Approach to identifying ESOH hazards and managing the associated risks
  • Identify mitigation status for all hazards whose initial risk category is high or serious
  • Approach for integrating ESOH hazard and associated risk information into the supportability strategy and/or fielding documentation
  • Specific Risk Matrix used by the PM, with definitions for severity categories and probability levels, risk assessment values, risk categories, risk acceptance and user concurrence authorities, etc.
  • Wastes, and pollutants (discharges/emissions/noise) associated with the system and plans for their minimization and/or safe disposal
  • The integration of ESOH and Human Systems Integration (HSI) and how the program avoids duplication between the HSI and ESOH efforts
  • Strategy for integrating ESOH considerations into the systems engineering process
  • Approach for integrating ESOH into Test and Evaluation (T&E) planning and reporting, as well as for providing safety releases prior to test activities
  • Compliance Schedule for National Environmental Policy Act (NEPA) (see section 4.4.7.2; Section 4321 et seq. of Title 42, United States Code, “National Environmental Policy Act;” and Executive Order (EO) 12114, “Environmental Effects Abroad of Major Federal Actions“) documentation

The Acquisition Strategy and System Engineering Plan (SEP) shall incorporate a summary of the PESHE and include the NEPA/EO 12114 compliance schedule. It is recommended that the PESHE be updated at every major design review especially the Critical Design Review (CDR).

Executive Order (EO) 12114

EO 12114 provides the exclusive and complete requirement for taking account of considerations with respect to actions that do significant harm to the environment of places outside the United States. This part provides policy and procedures to enable Department of Defense (DoD) officials to be informed and take account of environmental considerations when authorizing or approving certain major Federal actions that do significant harm to the environment of places outside the United States. Its sole objective is to establish internal procedures to achieve this purpose, and nothing in it shall be construed to create a cause of action.
