Acquisition System


The final phase of the Acquisition Process is the Disposal and Demilitarization Phase.  A system or piece of equipment is decommissioned when a system has reached its useful life due to age, economic feasibly, new technology, or outdated capabilities. These systems range from real estate, weapons, aircraft, ships, computers, and much more.

A Program Manager (PM) should consider materiel demilitarization and disposal during system development as part of their Total Life-Cycle System Management (TLCSM) responsibilities because of the cost involved. The PM should also minimize the environmental and personnel risks associated with the decontamination, decommissioning, demilitarization, and disposal of the system; all hazardous materials used on the system shall be identified, quantified, and mapped by location on the system. The PM should coordinate with DoD component logistics and the Defense Logistics Agency (DLA), as appropriate, to identify and apply applicable demilitarization requirements necessary to eliminate the functional or military capabilities of assets and to determine reutilization and hazardous-property disposal requirements for system equipment and by-products (see DoD 4140.1-R ; and DoD 4160.21-M-1). [1]

The GSA Office of Property Disposal serves as the government’s real estate agent by providing a variety of real estate and asset management services to Federal agencies both with and without independent disposal authority. The Office is responsible for ensuring that government real and related personal property is fully and optimally utilized. The Office also serves as advisors and consultants on diverse and complex disposal actions, e.g. military bases and air rights, as well as on issues impacting utilization and disposal to stakeholders and interested parties such as Congress, Federal agencies, State and local governments, organizations, and the general public.
