The Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 5123.01 “Charter Joint Requirements Oversight Council (JROC) and Implementation of the Joint Capabilities Integration and Development System (JCIDS)” implements the JROC as a statutory council to the Chairman of the Joint Chiefs of Staff (CJCS), and delineates the roles and responsibilities of the JROC, its subordinate boards, and other organizations. This instruction also implements JCIDS and outlines interactions with other departmental processes. This instruction replaced CJCSI 3107.01 and the JCIDS Manual.
