What main acquisition document should i know?

A: There are two main acquisition documents that any service acquisition professional should familiarize themselves with; DoD Instruction 5000.02 “Operations of the Defense Acquisition System” and the Defense Acquisition Guidebook. These two documents serve as the foundation of the acquisition process.

Does a Rapid Acquisition bypass the normal JCIDS requirements process?

A: Sort-of,  Urgent needs are part of the JCIDS process and are discussed in CJCSI 3170.01 and the JCIDS Manual. Joint Urgent Operational Needs (JUONs) and Joint Emergent Operational Needs (JEONs) are worked through the agency requesting the need to develop the requirements. Once a solution is provided that meets the urgent need, then any follow-up to that solution is required to comply with the JCIDS process. Also see Rapid Acquisitions

What’s DoDI 5000.75 “Business Systems Requirements and Acquisitions”

A: This new instruction establishes the policy for the use of the business capability acquisition cycle for business systems requirements and acquisitions. The purpose is to align commercial best practices to minimize customization of commercial products.

What is the Annual Budget Preparation Schedule?

A: The current annual budget preparation schedule is:

  • February: Future Year Defense Program (FYDP) Updated
  • April: DoD Send Defense Planning Guidance (DPG) to Services
  • 30 July: Services submit Program Objective Memorandum (POM) and Budget Estimate Submission (BES) to OSD, CAPE and OMB for Review (FYDP Updated)
  • October – December: Joint OMB-OSD review leading to Resource Management Decision (RMD)
  • December: DoD Budget Request sent to OMB
  • 1st Monday of February: Presidents Budget due to Congress
