Systems Engineering Technical Review Process

Systems Engineering Technical Review (SETR) Process was developed by Naval Air (NAVAIR) and has been adapted for use within the entire Navy. It’s an iterative program timeline that maps the technical reviews to the acquisition process described in DoD 5000 documentation and follows the process described in NAVAIR Instruction 4355.19D. SETR applies to all personnel supporting all NAVAIR and Aviation Program Executive Officer (PEO) programs involved with the design, development, test and evaluation, acquisition, in-service support, and disposal of naval aviation weapon systems and equipment. It’s basically the process of mapping the Systems Engineering Process to the Acquisition Process.

Systems Engineering Technical Review (SETR) Framework

The SETR process provides a framework for structured systems engineering management in the NAVY, including the assessment of predicted system performance. SETRs also provide program management with independent subject matter assessments of program technical health and maturity at key points in the development life cycle. Each SETR assessment is focused on verifying technical health and maturity by examining objective products representing the program work accomplishments to date. Each technical assessment culminates in a formal meeting that documents risks and recommendations to program management regarding the continuation of work into the next stage of development. SETRs formally review and evaluate whether required systems engineering tasks have been satisfactorily completed prior to proceeding to the next SETR event.

Systems Engineering Technical Review (SETR) Process

The SETR process is event-driven, conducted when the system is ready for review, and chaired by technical authorities independent of the program, with participation by the Program Manager (PM). The SETR process is described and tailored to the program and included in each acquisition program’s Systems Engineering Plan including specific entry and closure criteria, as well as the Involvement of stakeholders, peers, technical authorities, subject matter experts, and senior leaders in SETR events.
