Program Budget Decision (PBD)

A Program Budget Decision (PBD) documents issued during the review of a service budget submission by analysts of the Office of the Secretary of Defense (OSD) and the Office of Management and Budget (OMB). PBDs reflect the decisions of the Secretary of Defense (SECDEF) as to the appropriate program and funding levels to be included in the annual defense budget request which is included in the President’s Budget (PB). The PBD is submitted after the Program Objective Memorandum (POM) has been reviewed by the Office of the Secretary of Defense (OSD).  The PBD will adjust the funding profiles submitted in the POM and provide specific guidance.  Guidance for the PBD process allows the secretary of defense to allocate resources pursuant to DoD 7045.7.

A draft PBD will be issued back to the service secretaries and program personnel for review and comments.  The review cycle is typically less than 96 hours from when a draft is released. Once comments have been received and vetted, the final PBD will be issued and signed by the Secretary of Defense.
